In Spring Term 2023 the theme of the Seminar: Environmental and Resource Economics will be
International Cooperation on Mitigating Climatic Change
Despite the success of the Paris Agreement, anthropogenic climate change remains one of humanity’s most pressing challenges. Like with previous agreements (e.g., the Kyoto Protocol), we observe little progress in climate change mitigation: in almost all countries, current greenhouse gas (GHG) emissions are above their agreed upon pledges and even complying with these pledges will not achieve the acknowledged policy goal of containing the increase of the average surface temperature below 2 °C compared to the pre-industrial levels. The main reasons are the public good characteristic of GHG emission reductions and the absence of a supranational authority that can enforce cooperation. In this seminar, we discuss the obstacles of international environmental cooperation, and explore whether, and to what extent, new architectures for international cooperation are able to overcome them.
Requirements
The seminar participants are expected to be Master students either in economics or climate sciences. Basic microeconomic knowledge and basic knowledge in Environmental Economics is mandatory. In addition, the seminar builds on the lecture "Climate Economics: International Cooperation" (KSL-No.: 441353). Therefore, successful participation in this course is highly recommended.
Execution
The seminar is organized as a reading group: that means that each week we discuss a different scientific paper, which will be presented by one of the participants.
Each student is expected to prepare and present one paper (30–40 min presentation). In addition, all participants are expected to carefully read all papers and to participate in the discussion after each presentation. Regular attendance is mandatory (max. two times absent). However, students do not have to submit written term papers.
Successful participation results in a graded certificate worth 6 ECTS. The grade is a weighted average of the presentation (2/3) and active participation in the discussion (1/3).

Participants have to register via Email to Ulrike.dowidat@unibe.ch by January 15, 2023. The maximum number of participants is limited to 10 students. In case of excess demand, students who have successfully participated in the course " Climate Economics: International Cooperation " (KSL-No.: 441353) are given priority.
